Sakarya University of Applied Sciences (SUBÜ) has assumed full responsibility for conducting and managing Turkish language proficiency exams in Serbia. This agreement marks a new step toward enhancing the quality of Turkish language education in the Balkan region.
Details of the Historic Agreement in Belgrade In a significant educational development, a cooperation protocol for the implementation of Turkish language education exams was signed between Sakarya University of Applied Sciences (SUBÜ) and the Education Counselor of the Embassy of the Republic of Turkey in Belgrade. The ceremony, held at the Turkish Embassy in Belgrade, hosted senior educational officials including Dr. Murat Şahin, Education Counselor, and Prof. Dr. Sinan Serdar Özkan, Vice Rector of SUBÜ [1]. Under this agreement, all processes related to end-of-course Turkish language exams in Serbia have been assigned to the SUBÜ Language Education, Application and Research Center (SADEM) [2].
Key Role of SADEM in the Examination Process According to the provisions of this protocol, SADEM will be responsible for the design, implementation, and evaluation of exams at all European standard levels, including A1, A2, B1, B2, and C1 [3]. This process includes preparing the question bank, conducting written and oral exams, and issuing certificates of achievement for Serbian learners. The primary goal of this collaboration is to ensure the assessment of language skills based on international academic and objective criteria [1]. The first round of these face-to-face exams was successfully held on June 25, 2026, in Belgrade and June 26, 2026, in the city of Niš [2].
Expansion of Turkish Language Education in 6 Serbian Cities Dr. Murat Şahin announced at the ceremony that Turkish language education is currently being conducted in 6 different cities in Serbia across 14 separate educational points [1]. He added that 10 instructors sent by the Interministerial Joint Cultural Commission (BAOKK) are responsible for teaching more than 1,500 language learners annually. Given this high level of interest, establishing an academic assessment and evaluation system to guarantee educational quality was essential, which has now been realized through the partnership with SUBÜ [3].
