According to new directives, all educational processes and certificate issuances will be conducted exclusively through the e-Government (e-Devlet) portal, and documents outside this system will lack legal validity.
A Major Shift in Educational Credentialing
The Council of Higher Education (YÖK), in an official statement released today, July 6, 2026, announced a total overhaul of the educational certificate issuance structure. According to this resolution, all educational programs offered by university continuing education centers must now receive central approval from the council [1]. This move marks the end of the era of paper-based and decentralized certificates; all new documents must be registered in the YÖKSİS system and be verifiable through the e-Government (e-Devlet) portal [2].
Farewell to Bureaucracy and Invalid Documents
The primary goal of this plan is to eliminate unauthorized and so-called "under-the-stairs" educational institutions that issued credentials without meeting necessary standards. With the new system, every educational step an individual takes is recorded under state guarantee. The Konya Yenigün newspaper emphasized in its report that "those who do not enter the e-Devlet system will have no place in the new world of education" [1]. These changes include not only short-term courses but also all registration processes across various educational levels.
Micro-Credentials Framework and Standardization
A key component of these reforms is the implementation of the "Micro-Credentials" framework. This system allows individuals to convert skills acquired in short courses into academic credits. To achieve this, full coordination has been established between universities and the e-Devlet portal to standardize the quality of education across Turkey [2]. This is particularly vital for the labor market, as employers can now verify the authenticity of any document using just a QR code within the e-Government system.
Rota Maarif Platform; A New Guide for Students
Simultaneously with these changes in higher education, the Ministry of National Education of Turkey has launched the "Rota Maarif" digital platform for academic guidance regarding High School Entrance Exams (LGS) [3]. This platform, directly integrated with e-Devlet data, helps parents and students conduct the school selection process entirely digitally without the need for in-person visits. This demonstrates the Turkish government's serious commitment to fully digitizing the education chain from primary to postgraduate studies.
