As the 2026-2027 academic year approaches, the Turkish Ministry of National Education (MEB) has established new rules to maintain order in educational environments, including a total ban on mobile phone use and the removal of informal roles in schools.
Today, July 9, 2026, local Turkish media, including "Söz Sakarya", published new details of the Ministry of National Education's disciplinary circular, which introduces extensive changes to school management [1]. These regulations, designed to reduce digital distraction and strengthen student focus, will be implemented nationwide starting this September.
Total Mobile Phone Ban for Students and Teachers One of the most significant clauses of this circular is the ban on bringing mobile phones into the classroom. According to this law, students are required to hand over their phones to the school administration before the first class hour begins [2]. A distinguishing feature of the 2026 regulations is that this ban now includes teachers; educational staff are no longer permitted to use mobile phones while teaching, except in emergencies or with administrative coordination for specific educational purposes [1].
End of "Class Mothers" Activities The Turkish government has officially banned the activity known as "Class Mothers". This informal role, previously created to coordinate parental affairs and collect auxiliary fees, has been eliminated due to interference in educational processes and the creation of financial pressure on families [2]. The Ministry of Education emphasized that all communication between the school and parents must be conducted solely through official channels and teachers.
Social Media and Privacy Restrictions In line with a new law passed in April 2026, access to social networks for children under 15 in the school environment has been strictly limited [3]. Additionally, teachers and students are prohibited from recording videos or taking photos in the classroom environment and publishing them on platforms such as TikTok and Instagram. This measure was taken to protect student privacy and prevent the classroom environment from turning into an entertainment space [1].
Elimination of Extra Costs and Lavish Ceremonies The new circular also prohibits holding graduation ceremonies in hotels or luxury halls outside the school. The goal is to reduce the financial burden on parents and prevent the creation of class differences among students [2]. All ceremonies must be held simply and within school grounds.
New 2026 regulations emphasize creating a digital distraction-free environment in Turkish schools.
