The Council of Higher Education of Turkey (YÖK) has introduced a new bill to Parliament in July 2026, establishing strict regulations to combat academic fraud, including the permanent dismissal of professors and heavy financial penalties.

In recent days, the Turkish academic landscape has faced extensive developments. According to a new bill submitted by the ruling Justice and Development Party (AKP) to the Grand National Assembly of Turkey (TBMM), the country's Council of Higher Education (YÖK) has received broad powers to suppress what is called the "thesis-writing industry." This action, which was publicized on July 4, 2026, aims to restore credibility to academic degrees and end ethical misconduct in universities [1].

Dismissal from Profession and Revocation of Degrees One of the most controversial parts of this bill is the ban on activities and the dismissal of academics who play a role in preparing theses, articles, or scientific projects for others. According to this law, any faculty member proven to have written scientific works for students or other researchers, whether for payment or even for free, will be immediately dismissed from their profession [3]. Furthermore, the degrees (Associate, Bachelor's, Master's, or Doctorate) or academic titles of individuals who succeeded in obtaining them using these purchased works will be revoked, and all their scientific titles will be taken back [2].

Million-Lira Fines for the Academic Black Market This time, the Turkish government has not settled for administrative punishments alone and is dealing a heavy financial blow to illegal institutions. According to published details, individuals who individually undertake the writing of theses for others will face fines between 500,000 and 5 million Lira [1]. However, for organized networks and institutions that have turned this into a commercial profession, fines can increase up to 10 million Lira [3]. This measure aims to dry up the financial roots of centers that have mushroomed around major universities in recent years.

Imprisonment for Unauthorized Educational Programs Another part of these legal reforms intensifies the supervision of foreign university activities on Turkish soil. Individuals who launch or manage international educational programs at various levels without official permission from YÖK and contrary to current laws will face prison sentences of 2 to 4 years [1]. Also, for those who undertake the advertising of these illegal centers, a punishment of 1 to 3 years in prison is considered. These measures have been taken to prevent "degree inflation" and ensure the quality of higher education at the national level [2].

Student Amnesty and Administrative Changes Alongside these strict bans, the new bill also includes supportive aspects. The "student amnesty" plan allows thousands of students who were previously expelled or withdrew from university for non-disciplinary reasons (except for terrorist and criminal offenses) to return to their studies [2]. Additionally, the retirement age for contract professors in state universities has been increased to 75 years, and the possibility of sending professors on overseas missions for up to 5 years has been facilitated [3]. These changes indicate YÖK's dual approach in establishing ethical discipline while simultaneously developing scientific capacities.

The new YÖK bill was presented to Parliament with the aim of clearing the Turkish academic environment of fraud and thesis brokers.
