With the submission of the new student amnesty bill to the Grand National Assembly of Turkey in July 2026, the Open Education Faculty (AÖF) is ready to accept thousands of students who have been left behind for various reasons.
A New Step to Revive Hope Among Out-of-School Students
In recent days, the Turkish educational landscape has witnessed a major transformation. According to reports published on July 2, 2026, the Justice and Development Party (AK Parti) has submitted a 28-article bill to the Grand National Assembly of Turkey (TBMM), the main focus of which is a widespread student amnesty [3]. This plan, designed to return expelled or withdrawn students to universities, is of vital importance particularly for applicants to the "Open Education Faculty" (AÖF). Professor Dr. Aras Bozkurt, Dean of the Open Education Faculty at Anadolu University, emphasized that the faculty is ready to welcome these students in the 2026-2027 academic year with updated digital infrastructure [1].
Who is Eligible for the 2026 Student Amnesty?
According to the details of this bill, all students whose relationship with the university was severed from July 1, 2022, onwards due to reasons such as non-registration, absence, failure in courses, or completion of the maximum allowed duration, will be covered by this amnesty [4]. The plan includes associate, undergraduate, and graduate (master's and doctoral) levels. An important point is that individuals who have not previously benefited from similar amnesty plans are prioritized [2]. However, lawmakers have also set strict limitations; individuals expelled from the university due to terrorism crimes, intentional homicide, sexual misconduct, or drug trafficking will not benefit from these facilities under any circumstances [3].
Registration Process and Transfer to the Open Education System
One of the prominent features of the 2026 plan is the possibility of transferring students to open education programs. Students who were accepted into face-to-face universities but were unable to continue their studies for any reason can use this amnesty to transfer to equivalent majors at Anadolu, Ankara, Atatürk, and Istanbul Universities, which have distance education systems [1]. Applicants are required to submit their request to the relevant university within 4 months after the law comes into effect [2]. For individuals currently performing military service, this deadline has been extended to 2 months after the end of their service [4].
Anadolu University's Infrastructural Readiness for New Admissions
Anadolu University, as a pioneer of distance education in the region, has announced that it has revised its course content and educational resources to match the new needs of the labor market and modern technologies [1]. The university intends to provide a richer educational experience for those returning to study by offering "micro-credentials" and expanding interdisciplinary elective courses. With the final approval of this bill expected in the coming days, registrations are set to begin quickly, and students will return to classrooms (virtual and face-to-face) starting from the Fall 2026 semester [2].
The Open Education Faculty (AÖF) is ready to host students covered by the new amnesty plan in 2026.
