A New Era Begins in Turkish Universities; YÖK Education System Changed

The Council of Higher Education of Turkey (YÖK) has announced a fundamental transformation in the country's higher education system through an official statement. This new system, based on 'micro-credentials,' will be fully implemented starting from the next academic year.

The Council of Higher Education of Turkey (YÖK) unveiled a major structural reform on June 23 and 24, 2026, that will permanently change how university degrees are earned in the country. Based on this plan, introduced as the 'Micro-credentials Framework,' the knowledge, skills, and certificates students acquire outside the university environment will be recognized for the first time and recorded in their academic transcripts [1].

Accreditation of Off-Campus Skills In the new system, students will no longer be limited to classrooms. According to YÖK President Professor Erol Özvar, skills acquired in technology academies, industrial training centers, and digital learning platforms can be converted into official European Credit Transfer and Accumulation System (ECTS) units [2]. This move aims to align university education with the actual needs of the labor market. Consequently, if a student participates in a certified artificial intelligence or cybersecurity course outside the university, they can present its credit as part of their graduation requirements [3].

Implementation Details and the 10% Credit Cap One of the most important parts of this new regulation is the setting of a cap for equivalent credits. According to the new resolution, students can fulfill up to 10% of the total credits required for graduation through these 'micro-credentials' [1]. These certificates must comply with European standards and be approved by the respective university senates. Furthermore, for the first time, 'Digital Badges' and international digital certificates will be awarded to students, stored in their digital wallets, and directly verifiable by employers [3].

Focus on AI and New Technologies This educational transformation specifically focuses on fields such as artificial intelligence, data science, digital technologies, and agricultural technologies. YÖK stated that given the rapid changes in the technology world, the traditional four-year system alone does not meet skill requirements [2]. Earlier in 2026, discussions regarding flexible education models like 3+1 (three years of theoretical education and one year of internship) were raised, which are now complemented by the micro-credentials system [4].

Implementation Timeline and 2030 Vision The new system is scheduled to be implemented in all state and private universities in Turkey starting from the 2026-2027 academic year. This action is part of the 'Turkey Higher Education 2030 Vision,' which aims to increase the international competitiveness of the country's universities and reduce unemployment rates among graduates [2]. With the implementation of this plan, Turkey will become one of the European pioneers in flexible and skill-oriented education.
