In a transformative move, the Council of Higher Education (YÖK) has officially implemented the legal framework for 'micro-credentials.' From now on, students can convert skills acquired in off-campus environments into official and accredited academic credits.

The Council of Higher Education (YÖK) officially announced the implementation of the 'Procedures and Principles for the Micro-credential Framework in Higher Education Institutions.' This move, described as a revolution in the educational system, is designed to transition from a purely degree-oriented structure to a skill-based and flexible system [1].

A Transformation in Educational Structure: From Degree-Centric to Skill-Based According to the official announcement by YÖK, this new system allows students and graduates to academically record and validate knowledge, skills, and competencies acquired in learning environments outside the university, such as industrial academies, digital platforms, and specialized courses [3]. Erol Özvar, President of the Council of Higher Education, emphasized in a statement that this step is one of the most important measures for adapting universities to the changing needs of today's world and the labor market. He noted that lifelong learning is now becoming an inseparable part of students' academic identity [2].

Implementation Details: 10% Share in Graduation One of the most significant features of this new regulation is the possibility of converting skill certificates into European Credit Transfer and Accumulation System (ECTS) credits. Based on these regulations, students can fulfill up to 10% of the total credits required for graduation through these micro-credentials [1]. This means that if a student participates in a recognized specialized course in Artificial Intelligence or Data Mining outside the university, they can record it as part of their official transcript upon approval by the University Senate. The final decision on which courses and certificates are eligible for equivalence rests with the Senate of each university [3].

Digital Certificates and International Standards The new system is built on transparency and international standards. The issued micro-credentials will be digital and can be stored in 'digital wallets' and use 'Digital Badges' [2]. These certificates will be included in the Diploma Supplement and student transcripts, ensuring their international validity, particularly within the member countries of the European Higher Education Area. This approach helps students build a stronger and better-documented resume for global employers [1].

Focus on Emerging Technologies and Labor Market Needs The Council of Higher Education stated that the primary goal of this plan is to respond quickly to labor market needs in fields such as Artificial Intelligence, Data Science, digital technologies, and technical skills [3]. Given the high speed of technological change, traditional curricula sometimes cannot update at the same pace; therefore, micro-credentials act as an agile supplement to bridge the gap between university and industry. It is expected that with the start of the new academic year, universities across Turkey will begin their operational plans to accept these credentials [2].
